get timing information in systemC

SC global time:
sc_core::sc_time_stamp()
Local Time:
QuantumKeeper.get_current_time();
computes the local effective time, i.e. the SystemC time stamp plus the local time offset
QuantumKeeper.get_local_time();
returns the current value of the local time offset
